Pilot Program

It is a pilot program run by Canada government for 5 years in which 2750 applications will be accepted every year.

Program is designed to bring home child care providers and home support workers to Canada on a 3 years temporary work permit with an ability to apply for permanent residence after gaining enough Canadian experience.

This program was started on 18th June,2019.

Eligibility requirements

  • Genuine and valid job offer.
  • Ability to do the job.
  • Language level.
  • Education level.
  • Admissible to Canada.
  • Plan to live outside Quebec after Permanent Residency.

Genuine and valid job offer

  • Made using Employment offer form IMM 5983.
  • Full time, means at least 30 hours paid work per week.
  • Outside the province of Quebec.
  • Employer should not be Embassy, High commission or consulate.
  • Genuine, real need to hire you.

Job descriptions

For HCCP

  • Worker must care for children under the age of 18 in his/her home or in employer’s home.
  • Worker need not to live in employer’s home to qualify.
  • Experience as foster parent doesn’t count.

For HSWP

  • Worker must care for someone who needs help from a home support worker either in his/her own home or in employer’s home
  • Experience as a housekeeper doesn’t count.
  • Worker need not to live in employer’s home to qualify.

Other requirements

Ability to work:- Through past experience or training worker has to show that he/she is able to perform all the job duties as required in job offer (NOC duties)
➢ Minimum language level required is CLB 5
Education :- Minimum 1 year post secondary education which has to assessed by WES or any other ECA organization

Process for worker to get PR through pilot program

1. Get a job offer letter in required format
2. Submit a work permit application together with Permanent residency
application
3. After approval from IRCC worker get work permit to work in Canada
4. Work permit is occupation restricted – you can change the employer but not the
occupation
5. Get 24 months of work experience to qualify for PR
6. Final decision given by IRCC on PR

Family Members

➢ Family members are eligible to come along with worker.
➢ Spouse gets open work permit and children get study permits
